The Government of the Republic of Zambia has received financing from the World Bank toward the cost of the Zambia Extractive Industries Transparency Initiative (ZEITI) Project, and intends to apply part of the grant towards payments for the contract for Consultancy Services for ZEITI Independent Administrator to produce the ninth (2016) ZEITI Report covering the period January 2016 to December 2016.
The consulting services (“the Services”) include but not limited to the following;
- Undertake a review of all past Reconciliation and Scoping Reports to assess areas which need improvement;
- Undertake a scoping study to establish payment streams and materiality thresholds of payments made by extractive companies and revenues received by government agencies in 2016.
- Conduct training workshops for all stakeholders to address the main issues that affect the reconciliation exercise once ZEC has approved the reporting templates.
- Production of Reconciliation reports in accordance with the EITI standard and Terms of Reference, on payments made by extractive companies and revenues received by Government agencies for the periods January 2016 to December 2016, based on accounts audited to international standards.
The Zambia Extractive Industries Transparency Initiative (ZEITI) Secretariat now invites eligible consulting firms to indicate their interest in providing the services indicated above. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following information and documentation will be required to be provided for a firm to be shortlisted:
- Evidence of registration in home country.
- The firm’s core business (submit company profile).
- Name, scope and cost of previous comparable assignments particularly in Extractive Industry Transparency Initiative (EITI) reporting and client contact details (email, postal / physical address).
- Firm’s technical and managerial capacity based on historical experience.
- Based on historical / previous assignments, availability of experts with experience and qualifications in similar assignments is required. Please include names of staff that you may think are appropriate for the proposed assignment and not CVs as this information is not required at this stage.
- Suitability of the qualifications and experience of the consulting firm’s core staff such as principals or directors who may not at all be proposed to undertake the assignment subsequent to short listing to be among the key staff of the consultants.
- Provide evidence of having carried out work in similar geographical conditions in the region or in sub-Sahara Africa.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
International firms should demonstrate willingness to have local representation by partnering with local firms or individual consultants to encourage transfer of knowledge.
